I logged into EDD site for California and noticed it said that you can only have 1 claim per year, is this accurate?
Situation: I filed for UI last year (Feb 2018). My 26-week benefits stretched out to October 2018 because I had side income coming in. I know I should be eligible based on income for another EDD claim. Am I able to file for another claim? Or do I need to wait until after my benefit year expiration? (02/09/2019)
You have to wait until the benefit year is expiring. I belive CA has some nice rules that may allow you to apply right before the benefit year expires and avoid some of the hassles of the waiting week or something similar. Chyvan will be able to explain that better when she chimes in.
I would max out my WBA if I wait until April (December 2018 quarter). If I do not wait, and need to file again next year, would I lose this quarter for eligibility? Or would that only work if it's my alternative base period? Meaning I would only be able to get it if I do not qualify for regular claim from wages in 2019?
You can file two claims in the same benefit year, if you didn't collect more than 26 weeks of benefits in your first claim.
Example: You collect 12 weeks of benefits before going back to work for 4 months. Then you get laid off and qualify again, so file another claim during the benefit year, so you qualify for 14 more weeks of benefits.

This isn't accurate. You can file 50 claims so long as you don't exceed your 26 week * WBA allotment if you work a bunch of one and two day jobs in a week.

It's still the same claim, just paused and resumed. This is why those who file and start collecting but stop when they go back to work, need to ReOpen their existing claim if they end up back on unemployment if still int he benefit year. They can't do a new claim as an existing claim is still unexpired.

Once this july 2018 claim ends in july 2019, will i be able to open a new claim based on the earnings i had on october 2018 to march 2019? Essentially, can i just roll into a new claim after my old, reopened claim ends?

Yes, but besides the Oct, 2018 to Mar, 2019 wages, you'll be using April 1, 2018 to July, 2018 wages because those wages wouldn't have been consumed for a standard base period claim filed in July, 2018.
