Not all do. If I interview someone on the phone, and I know they aren't the right person for the job, I immediately send an email letting them know that I'm going with a different candidate. If the person takes the time to come in for an in person interview, I call them to tell them I'm taking a different candidate.
I always give a time frame for my decision, and always stick to it. If for some reason my process gets delayed, I send an e-mail to those who are waiting to hear letting them know that there has been a delay and that I'll be in touch by a certain later date. I don't like to keep people hanging.
I think it's beyond rude to actually interview someone and then never send them an email or make a phone call that you are going with a different applicant. I don't feel like I need to respond to unsolicited applications or resumes, but I do send an email to anyone who sends a resume for a posted position that I'm not interested in to let them know I won't be calling them for an interview.

Was the job posted or did you just walk in and ask for an application?
Keep in mind that they might accept applications and not even start to sort through them to figure out who they want to interview for 2-3 weeks.
