I think it's beyond rude to actually interview someone and then never send them an email or make a phone call that you are going with a different applicant. I don't feel like I need to respond to unsolicited applications or resumes, but I do send an email to anyone who sends a resume for a posted position that I'm not interested in to let them know I won't be calling them for an interview.
if you have applied at a job, employer, if they don't call you back within a certain amount of time, when is it time to take the hint that they rejected me? is it less than a week or more than a week?

Was the job posted or did you just walk in and ask for an application?

Keep in mind that they might accept applications and not even start to sort through them to figure out who they want to interview for 2-3 weeks.
