The EU is not a town, so it can't exactly be guessed. However, I'll be nice on this one and clarify that it is within Europe.
It's been pretty much SOP over here to give a yea/nay on a continent when one is mentioned.
There's nothing in this photo that is extraordinary other than the single parapet - even the river would be difficult to see on a map. It's an representative architectural style that runs pretty much from Denmark down to Croatia, with roofs become more uniformly red below Bratislava.
On a closer look at the photo, as these roofs are more mixed in color and the town appears to be more medieval (lack of any grid), it suggests Germany/Poland/Czech than farther south. But that's just an educated guess based on the (lack of) information in the photo.
As opposed to randomly guessing towns ad naseum, a "warm/cold" or "east/west/north/south" would be helpful.
Pay close attention to the picture. There are a few visual identifiers that narrow it down to less than a handful of old cities. You are in the correct area.

I'm not seeing them.
However, the uniformity of the shoreline suggest it's a canal, not a river. Is that correct?
I think I've been in that area. Is it Füssen, Germany?
