Default Liberty Lake, Otis Orchards and Nearby Area Utility Costs

I would like to have some information about the cost of utilities during peak times in the Liberty Lake, Otis Orchards and nearby areas such as naturual gas in January and electric in July. What would be the highest prices in the peak months that people have encountered. Also what is the average price of your cable bill having premium channels, internet and digital services included?
I am trying to do a comparison on the cost of living in these areas against other areas to see which area might be more cost efficient for a retiree.
Also, does Washington have any senior or homeowner exemptions that could be applied to their property taxes in order to lower them?
