Most property tax in Maryland is county-specific. There's a small state property tax but the majority is set by the counties.

I think it's obvious I know that. My confusion stemmed from your "$692 credit they're giving" statement.

If you know that property taxes are county specific, then it's not a far logical jump to conclude that the $692 credit is county specific.

Not really if it's something from the State directing the Counties to apply it.

In any event, you and I are setting up to argue about something not germane to the original question.

Back to the OP.

Your mother is going to have to sit down and run some numbers, keeping in mind some pertinent facts:
MD taxes pensions/retired pay.
MD sales tax is applied to items like clothes unlike many states (PA for one). MD does not have a sales tax on groceries.
Property prices in much of the State are comparatively high in relation to many areas.
Health care (hospitals) in MD are generally pretty good or are close to very good ones (Washington Hospital Center, Johns Hopkins, Georgetown, UM Baltimore to name some. All of which I, or a family member or close friend have been admitted to one or the other). Local hospitals are generally good, they know when to transfer a patient to one of the ones I named.
Traffic is bad for someone not used to it.

Well she lives in NYC now so not much is different however she wants to rent and now buy

I suggest she find a condo in Leisure World (Silver Spring 20906), which run from $1200-1600/month . It is very safe, there is plenty to do, and there is a shuttle bus to shopping (I believe). Also decent medical care nearby, and one can use public transit to get most places.
