The county as a whole is 48% black (hence "plurality" but not "majority"). Sure it is mainly in Waldorf (the CDP itsef contains 50% of the population of the whole county) but it is not "just Waldorf" anymore. Places like Bryans Road or Indian Head are getting very black anyway.

Given the tone implied by "Black Maryland" I would also suggest Baltimore. DC is rapidly gentrifying and only Anacostia remains a largely black area while the metro black population is increasingly more professional and integrated. Being more insular, Baltimore still has networks of black groups and community organizations and even black nationalists.
DC is still majority black in Wards 4, 5, 7, and 8 so they could be options for OP there. There's also Silver Spring (not downtown) that could be an option as eastern MoCo has a large and ethnically and socioeconomically diverse black population there.

Todays Washington Post had a huge article analyzing the demographics of Charles and PG County, including several charts, dotted maps, and hundreds of feedback comments. Bottom line, Charles County is now majority black, and has surpassed PG county as being the nations highest average income, majority black county. Charles county households average 110,000 in annual income

College Park (which is actually an incorporated city no less, a rarity even in PG county much less Maryland) would like a word with you.

And good luck finding an African American in Langley Park and nearby area.

A historically black, working class community near the water in central MD, the answer you seek is Bowleys Quarters in eastern Baltimore County.

Nope, again Waldorf is not all Charles County , one city throws off the demographics, Shocker WP is wrong.

Except it is not just Waldorf that has a large African-American population in Charles County? Bryans Road and Indian Head next to Potomac is heavily Black also?

A Black population of course never said they didn't just not what you think. I get it people want to separate from PG but it's not Charles county, Calvert is very much the same way.
