The Embassy isn't far from a couple metro stops. I would generally get off on the Smithsonian stop of the Blue Line and walk across to the Canadian embassy. It takes about 10 minutes, but you're walking across the mall and Smithsonian's Buildings and to the side of the National Gallery of Art. Hardly a rough walk there. Not to mention probably the safest most heavilly policed/monitored walk in North America.
Not much question re the safety aspect. There is a constant and sometimes pretty obvious police presence down that-a-way. But if you were coming in from the Friendship Heights or Bethesda areas, you'd have to change trains to get to the Smithsonian station. Would seem to make more sense just to stay on the Red Line and pop off at Judiciary Square. Different and not as picturesque a walk from there, but shorter and just as safe...
I don't know where folks are getting the notion that upper 16th street is a bad area. It is generally very nice, and the Colonial Village area is extremely wealthy. It is a majority African American area that is known as the "Gold Coast" due to the concentration of wealth. Very sophisticated, with lovely architecture.
The apartment on East West Highway might be very nice, but Rosemary Village (at least that's what it used to be called) has some problems. Also another complex, maybe right next door to Rosemary Village, had a habit of putting all of the African Americans in one building in the back, which they basically didn't maintain at all. This was in the newpapers a couple of times.
Try Kalorama, Dupont, Cleveland Park, Woodley Park, or maybe Penn Quarter or Logan Circle.
ok- people have given you some good ideas. I see her biggest problem being her timeframe- finding something for 4 months is hard. A private rental like in a house or renting a condo is going to be hard because they are going to want a full year lease. She's either going to put a post on Criags list finding someone who is going to be out of town for that long, or go with a month-to-month lease which is $100-$200 premium tacked onto it. I'd start with people at the embassy to see where they live or if anyone knows anyone- the embassy people know short term places better than anyone. Good luck and I hope she enjoys her time here.
thanks for all the feedback. just got back from apartment hunting in DC. My wife settled on a studio up around 2700 Wisconsin ave north of Georgetown. seems like a nice / safe area and she can take a bus down to the Embassy. what do you think?

Agreed! The Naval Observatory and Embassy Row on one side, Glover Archibold Park on the other. That's a good snag...
