Inversion in the winter in the valley. Valley stays grey and cold. Sun stays in the mountians. The air is so dense with smog, it is worse than L.A.

Not enough rain.

My theory is that this lad (or lass) mistook the daily mean row for average highs. 33C highs are quite a bit warmer than what the OP is used to in Edinburgh.
