I can wear shorts and a T comfortably at 56 F. But I have seen teens on the metro bus wearing shorts and a t-shirt when it was in the upper teens!

Maybe they don't bring trousers and sweaters when travelling here, because they assume it's going to be hot all the time.

Newcastle played Benfica on the 4th of April, and many of their fans wore shirts and shorts. The maximum in Lisbon was 17ºC that day

I've never seen anything like that here either. In fact, during one day in February 2012 when it was partly cloudy, 16C and windy, some people still wore coats. Conversely, I saw people shirtless during sunny, calm, high teens weather (16 - 19C) in March 2011. I think people just want an excuse to show their bodies off.

Very common to see people in shorts here on OC mornings. Certainly most school kids and plenty of people who work outdoors do. It was 4C/40F this morning and most people at work were wearing shorts.

with high humidity, 71-75f

im chosing this "high" temps cause of the shorts. If it was just a t-shirt (and a jean or long skirt), then im ok at 60-65f.

Im an exception down here: most people wear scarfs at 65, and heavy jackets, and start complaining about the siberian winter. The other day a girl was saying "i wont go walking 3 blocks with this cold". Temperature was 23c (75f).
