C ... summers are pleasant and cooler than in most other places in Germany. Winters though are still way too warm and snow only falls occasionally, so I can't rate it higher than a C

D. It's a mild climate, but too cool all year round for me, and too cloudy/rainy.

C- for me. Too cloudy and cool.

I am impressed by the mild record low for summer though. There are plenty of summer nights here, colder than 7C

Yes, it's from the 1961-1990 longterm period which is still used by the German Weather Service (DWD).
The extremes are from 1949 upwards to 2013.
