Miami doesn't hit 100 but the Heat Index sure does go well over 100. It's not about the heat, it's the humidity. And it's common to see dewpoint temperatures in the mid to upper 70s without fail.
The one year Miami did have an unusual anomaly and approach close to 100 degrees was actually seen as a welcomed relief on the part of the heat index because that would only occur when the dew point is low enough to cause the real temperature to rise. Ironically, during these episodes the night time low reaches record low and this is as comfortable it can possibly get in Florida summer and it's still not too comfortable.
Having lived most of my life in South Carolina, living in South Florida for the last couple of years and owning a second home in Fort Lauderdale for years, I can tell you South Florida is much more comfortable than South Carolina in the summer.
The heat index here rarely gets above the mid nineties.
Definitely Miami. Besides I'm used to the heat and humidity. During January (the coolest month) in my place, the heat index often goes above 90 while in July heat index in the mid 90s is guaranteed every day and most of the time it go over 100. October is actually the hottest month but it is the dry season so humidity is lower. While the heat index hit 95 frequently, it rarely go to 100. Practically Miami's summer for 12 months a year.
Chicago in January is horrible. My definition of a nice winter is a low of 5c and a high of 15c. With proper clothing you won't feel like freezing.
Miami, and it's not a competition. I live in NYC, but would love to move to miami. Not only would I rather the Miami August weather vs. NYC January weather, I'd rather miami august weather vs. NY august weather. At least in miami (beach) there is a nice ocean breeze, and the city is equipped to deal with the heat. Trying walking everywhere in NYC in august, and then getting on the jammed subway in a suit. And that's the time of year we 'look forward to' haha
I think of it like this.....very hot temps / humidity can make things uncomfortable. Extreme cold / weather can make things unbearable.

I can never decide which one I hate more, extreme cold or extreme heat. But I'd rather have my power go out in 25 degree weather than 95 degree weather. I've experienced blackouts during both
Why is this even close? Miami rarely ever gets over 95 degrees even in August and you have the beach to cool you off, while January in Chicago is bitterly cold with temps regularly entering the single digits. Miami for sure.
