A 90' sun will be slightly stronger but only shine on your shoulders and head. A 40' sun will be slightly weaker but shine on your entire body. The 90' sun won't really feel hotter if the temperatures are the same. Although if you get sunburnt from the extra UV light, that will of course feel hot
Unless you're laying on the beach. Then the zenith sun is *really* hot.
I think 35C with weak sun and low humidity is unlikely. In Canada and Europe, I think when it gets so hot, either the sun is strong or the humidity is at least moderate. I guess if you're in a dense shady forest you can get weak sun but that's it. Or maybe an extreme early September heat wave where temperatures are at or near peak at 4-5pm although humidity will probably still be 30-40%, which I consider moderately humid for those temperatures.
35C is rather hot for me, even with weak sun. I'd prefer that to very cold temperatures, but do not prefer it to 12-16c with strong sun which is weather we've gotten a fair bit this May and is very pleasant.
Cold or cool weather with a strong sun (example by OP is extremely strong sun) sounds terrible. Sounds like a very cool day in spring where the sun is already quite high up in that time of the year. So you have to put on certain type of clothes and put on lots of sunscreen (which you sometimes dont think of with those temps) because you will burn in 5 minutes. With even lower temps, near freezing, it would be Andes style misery. For me, one of the worst thinkable weather circumstances. 35 degrees is a lot, but with a 'weak' (for here 6-7 is normal on most hot days) sun, or some clouds, it is manageable.
Cold weather strong sun-- basically a summer day in the Victorian Alps. I love that feel.
