Hard to say: Tallahassee has more temperature variation between seasons and a highly variable winter like most of the Gulf Coast but Tofino's cooler in winter overall and far more consistent with cooler weather all winter.
I'm going to guess Tofino has more fall foliage due to both the much shorter daylight hours and the rapid shortening of days after the equinox. I'm also going to say a more consistent cooling period helps leaves change color more readily than a climate where winter can be 80 F one day, 40 F two days later (daytime high), and then back up into the mid 60s two days after that.
Note: Even some trees have leaves here in Southern California that will change color after Thanksgiving due in response to the shorter daylight hours and cooler temperatures than fall.
It looks like its mostly pines in Torfino, which don't shed their leaves obviously. Tallahassee's wikipedia article has a picture of good fall foliage.
Question.. why not make a thread about Fall Foliage in all climate locations? Why do you guys have to compare 2 locations all the time?
I thought this was a cool thread where we can discuss which location/region has good foliage and hear from members in their own areas. Ugh
