I will say No. Even though cold air damming will be around the heat island wont allow flakes to fall. Things "have to go right" for the cold suburbs so I doubt it for NYC. We'll see.

Pretty warm today in SE France. Marseille reached 27°C/81°F. Not too shabby for late October! Meanwhile the far North struggles past or fails to reach 10°C/50°F.
Here in Nice, we might squeeze in another "tropical night" if we're lucky. The dew point reached 18°C (64°F), significantly higher than the past few days.

I was in Kansas yesterday, temp was in the mid 70s. Though a bit warmer than I hoped, it was still pleasant. Had some fun times up there and now its back to reality. Blah!!
Highs in the low 80s all this week through the beginning of November. It's okay for September but goddamn it should be way cooler than that by now!
