I've seen that exact picture before. Obviously very Googleable because a lot of people like to cherry-pick and troll Italians.

Idk man... northern Maghrebis can be flat out black, something Sicilians can't be.

But many italo americans are olive skinned and with black hair and most come from Sicily so idk...

Maybe some of those Sicilian politicians come from other regions?

This is my congressman. Frank LoBiondo (Sicilian-American). His phenotype is fairly typical (except perhaps for the blue eyes).

I've never seen a single black Moroccan or Algerian and in Spain and Netherlands they're the 2nd biggest minority.
The common portrayal of Italian-Americans comes from movies, and they deliberately cast actors who have a specific kind of "look" to them.

Type III skin is pretty common in England and starts as common under 46-47°N latitude bro, at least in Europe...
