The Pattern leading up to Harvey will be used in future studies. I wonder what the set up was when Texas and other states got 2-4 feet of rain "in the past" from Tropical systems when there were less rain gauges, structures, pavements, and population around.
Someone asked me how many sites were recording rain totals before 1970 or 1950. I said, Bingo.
