The coldest "summer" that I have ever experienced was in Barrow, Alaska, where daytime highs on most days stayed below 50F. I was there for 3 weeks back in 2007.

In the continental United States I would have to say San Francisco where daytime highs on most "summer" days stayed below 70F. And when it did hit the 70s F, it rarely exceeded 75F.

Summer of 1988 when I was just 1 year old.

The average max was 19c/66f in July, and the highest temperature was only 27c/80f and there was only one thunderstorm the whole summer.

When I went to Pike's Peak in August 2006, it snowed. That was the coldest outdoor summer.

The coldest indoor summer, ironically, was at Disney World in Orlando in July 2004. They have a ride called Test Track where you test out a car. One of the tests is a cold test and they had a chamber that got down to 10 degrees F, although this was brief.

Portland, Victoria. Went there for a week in Dec 2008/Jan 2009 and it didn't exceed 20C/68F ONCE Not only that, one night actually got down to 1C / 34F

Probably last year, believe it or not. Quite a few days failed to get out of the 60s.

Although I remember vacationing in Maine in August a few times and I think temperatures dropped into the 40s during the night and barely reached 70 during the day. Nights were downright chilly.

Coldest summer temperature I've ever felt was a daytime high of 54F in St. Anthony, Newfoundland in July which was made to feel even chillier because of 20 mph winds coming off of the frigid Strait of Belle Isle.
Of notable mention was a temperature of 12F in Churchill, Manitoba in the middle of May (I know it's not exactly summer but still impressive).
Often cool summers here in Vancouver can be in 60s for weeks on end...

Christchurch, NZ. The summer of 1996/1997 (Dec, Jan, Feb) was very cool and overcast. There was a strong La Nina weather pattern prevailing. Most days that summer failed to reach 20C (68F).

I made up for it 6 months later as had 3 months in the Continental US and got to experience a real summer for the first time in my life!

3 possible answers for me:

1. I lived in Riga, Latvia which has fairly cool summers (by eastern US standards). I didn't really pay attention to temps then and it was too long ago for me to remember but one of the cooler temperatures I probably experienced then.

2. I visited San Francisco in August about 4 years ago. It got pretty cold, especially at night. I'd say in the 50s, maybe even lower.

3. Visited Adirondack national park in late summer a couple of years ago. At night it got to high 30's F.
