10K to live? A tiny fraction of that at best! It depends on where in Westchester you buy and how far away you live from a train station if you commute. It can be done for less than a third of that (if you are single).

$10K a month is a lot! It's not unique to Westchester, it also applies to NYC and the tristate area. Raising a family is expensive!

This is a very very expensive area but if it were true that you needed $10K/month to live no matter what half of this county wouldn't be here!

Quite a few items on that list are optional luxuries like luxury car lease, child enrichment programs, housecleaning, gym memberships, etc. Maybe not "optional" if you're taking a keeping up with the Joneses mentality, but strictly speaking, not necessary.

Even in Westchester, a gym membership for two of us at NYSC cost $60/mo, housecleaning $140/mo, etc.

It seems like they have priced these out assuming the average family is purchasing a luxury car, Equinox membership, professional Housecleaning companies etc. There are a lot of options in-between.

You can do Blink or Planet Fitness for $20/mo.

The vast majority of items on that list as you correctly surmised are optional luxuries or have far more cost effective alternatives, all of which are not required to survive.

True.

We drive our cars for ten years before purchasing a new ones. We are really excited because we just brought our first new car since 2011 and it has the rearview camera.
