Default From the Peekskill website

City of Peekskill | Official Website (http://www.ci.peekskill.ny.us/subpageM.cfm?subPageID=14&mainPageID=2 - broken link)

Downtown Artist's District and Art Lofts:
To help revitalize its downtown, the City created a special Artist District in order to develop live-work spaces on the second floors of commercial buildings in the downtown. A special development process is required to create new artist lofts.
To obtain one of these artist lofts for living and working, the City's Artist Certification Committee must certify an individual as an artist, defined as:
"An individual who practices one of the fine, design, graphic, musical,
literary, computer or performing arts; or an individual whose profession relies on the application of the above-mentioned skills to produce creative product; i.e. architect, craftsperson, photographer, etc.
The City, using a variety of grants, created an affordable cooperative loft project that was opened in 2002 and provides 28 new live-work spaces.
For additional artist loft information, please contact Jean Friedman at (914) 734-4210 or the Peekskill Arts Council at www.peekskillartscouncil.org and the Chamber of Commerce. The Artist Certification Application and Instructions is explained in this linkage. Click Here for Artist Certification Application Forms.

Hope that helps. I've found that most of the city's staff is very nice/helpful if you call them with questions, good luck.
