One of my friends doesn't have his job anymore. The boss said "I have to let you go". My friend isn't clear on whether he was fired or layed off.

Does the phrase: "I have to let you go" mean fired or layed off?

It doesn't mean either on its own. Your friend would need more details. Does it really matter though? Is there some question as to if your friend can collect unemployment?

Although it is not conclusive, I perceive this as a much more gentle way of saying "you are fired!" so the person thinks the people letting him/her go really feel bad about doing so (and no, they really don't).
If there is an HR dept. they usually will provide some sort of a formal notice or paperwork to clarify what happened and state the reasons.
You are let go and the reasons were not because of your direct involvement, that is typically lay off (downsizing).
You are let go because you couldn't fulfill the your position's performance requirements or due to excessive tardiness, that means you were canned.

It's hard to say. At face value, I would say it means he was laid off, but there's not enough details to make that conclusion.

I think if he was fired he would know. They would give him a clear explanation of WHY he is being fired. With that being said, I think in this case it means they couldn't afford to pay him and thus they "had to let him go".

File for unemployment regardless and he will find out.

Not necessarily. Some companies are so cheap the regular folks like me get laid off with nothing. Our AVP was let go and only got a couple of months severance!

I agree with others it's a nice way of saying your are fired. As long as it was just for downsizing or performance than the person should be able to get UI.

Not necessarily, unless you are in a union position where these are mandated, severance is not mandatory.

It is likely that this is being handled as a layoff, a no fault situation, which saves face for the ex-employee and reduces the paperwork (and potential litigation) for the employer.
