I always thought it was a normal thing for a supervisor to approve or reject the vacation request based on the employee's
performance
the time being requested is conflicting with someone else
the time being requested is during a big project/something major work related
I don't think a supervisor would reject a vacation to be mean
We have examples all day long on this forum and elsewhere of bosses being bullies and slime balls. There a quite are quite a few such people out there in positions of authority. I thinks the best recourse is to find a new job and quit.

Sounds to me like the boss had his vacation planned and didn't have the guts to tell this guy. I see he is one of the owners. Is it a family owned business? At least it sounds like you didn't lose any non refundable deposits!

Yeah, that's what I think, too. It is family-owned. They have asked us to buy in. Um, that would be a big fat "no". No, we didn't lose any non refundables, but we have told them they we non refundable deposits on the upcoming vacation. The games employees are forced to play these days are ridiculous.
My employee was gone for two weeks on vacation. This was approved even though we've never approved two weeks in a row before as our office is small and it is challenging to have someone gone that long. Toward the end of the employees second week off, she text asking for another week off. After consideration we decided the answer was no. It conflicted with tour policy which states employees get two weeks vacation and it must be requested with at least 30 days advance notice. She called to say she is sorry to disappoint us but she won't be back on Monday in fact she won't be back until the following week. This has been a good employee up until now but I don't know how I can trust this employee again.
