I've travelled all over the world.... from Africa to Latin America to The US to Europe, to Japan, to Australia.
The places where I found myself very bored were:
1. the USA (in 90% of the country if you don't have a car you can't really do anything!!! plus many American cities outside the traditional touristy new york, san francisco etc. lack a vibrant culture, a good nightlife, color, street life!!!).
2. Australia (see the USA)
3. Saudi Arabia (it was an extremely interesting experience, but as a very modern woman it was very claustrophobic after a while)
Finland - It's "nice" but so dull
Saudi Arabia ( superficial and shallow pretty much all the way, bling everywhere and no culture I could detect - I adore Yemen and Oman but SA is the pits)
Liechtenstein ( ex aequo with Luxembourg)
Honourable mention to Switzerland where I lived for a while. A really truly magnificent country with stunning scenic beauty and some lovely towns but I find most of Switzerland so incredibly bland and bourgeois. Very conformist in every way. Just too ordered in many ways. I so much prefer Southern Germany ( Bavaria) or Austria.
Outside the NATO Axis, region by region, I'd say Honduras, Zambia and Bangladesh.
I can understand why one might say Saudi Arabia, but I had a couple of awesome experiences there. And I didn't have a chance to see any of the spectacular landscapes, which themselves would be worth the trip.
Actually Brazil is pretty boring, with huge empty distances between cities that look just like Akron, Ohio.

I don't think you were trying hard enough. the US is car dominated but it's easy to get around compared to some places like Iraq or Central Asia. Honestly, anyone who considers the USA boring is on another planet.
I've never been truly bored of a whole country, although I find parts of Australia pretty boring. The scenery is monotonous and the culture is very homogenous for miles and miles.
I'd imagine the Eastern European nations would bore me, though. Even Hungary or the Czech Republic doesn't thrill me much. Give me Italy, France, Greece, Britain ANYDAY. I'll try to visit if I can, though, I'll never discount a country merely on my opinion of it.

People would probably be surprised to learn that much of Eastern Brazil isn't even rainforest anymore.
I guess the most boring countries are the countries you are used to live in, because after a while it's getting less exiting. If it is a huge and diverse country like the US it will surely take a while, but if you live in a smaller country like lets say Luxembourg you know every tree after a few years.
Personally, I never found a country boring. The suburban US style of housing with all the same houses and all the same shops and restaurants might be very boring, on the other hand we have very impressive cities and landscapes like Grand Canyon, National Parks.
I'm always open to new experiences so I've never found any country boring.
I've been to places that I would not want to go to twice (Bangkok) or could go to yearly (Oz, Luang Prabang)
UAE "Dubay" (is like an even more plastic las vegas in the middle of nowhere, with sand everywhere and an immoral society that treats foreign workers from India, Pakistan and the Philippines like slaves but caters to rich westerners with a big smile on their face)
Switzerland (very wealthy, organized, rich, clean, overruled to the point the niceness and cleanliness turns into OMG get me out of here!)
Chile: very nice, organized, clean, effectively ran South American country, landscape wise is amazing.... it's the boring people that make such a dull place to be after a while.... after two weeks I was desperate to go back to very fun chaotic colorful Argentina.
If you travel somewhere and are bored, it's not the country's fault.
