Just curious- what would be the appeal for you in living in a powerful country?
Hmm, I cannot exactly put my finger on it, as it has nothing to do with wealth or quality of living or anything like that (as we've plenty of all that here in little Belgium).
It's more something immaterial, the feeling that you (well, the people in charge that represent you) are actually listened to when you speak, that you are taken seriously on a global scale. I mean, when Obama, Putin, Xi Jingpin, Roussef, Merkel,...open their mouths, the world hears them. Not too many people pay attention when our prime minister has something to say, you know...
I guess it also means being part of a nation that shaped the course of history.
I think the OP was referring to the former USSR specifically. I wouldn't say those countries were directly Soviet controlled either.
Well, they were all former Soviet bloc countries, and I visited them right after the Berlin wall fell. They were swarming with Soviet troops and literally filled with Soviet military bases and equipment. I'd say they were pretty much controlled by the Soviets prior to the fall of the Berlin Wall.
But if the OP was actually referring to countries which were formerly part of the USSR specifically, then no, the countries of the Czech Republic, Poland, Slovakia, and East Germany weren't a part of that group.

Yes that is what the OP was referring to.
