Portugal still has the paramilitary Republican Guard known as the GNR, which is the equivalent of the Spanish Civil Guard, who were recently subject to criticism in relation to their treatment of people during the Catalonia protests.
I know the GNR were accused of beating up Irish football fans in 2015.
I hardly think some of the countries on this list are that peaceful internally and many suffer serious corruption problems and have very dodgy authorities and police.
In every country, then police is one of the most attractive career paths for grown-up bullies of middling intellect. That is a universal and inescapable phenomenon that characterizes the placidity of civil culture of every nation from top to bottom.

US has no paramilitary gendarmarie and there is almost no police accountability whatsoever.

Frivolous to inadequately name Portugal that high up. Rather low wages when comparing rest of Western Europe, sort of stagnant paid opportunity market, overly exclusive racist (Native Portuguese travelers are never going to Casablanca Morocco even when that is less than one hour away by airplane!?), rigid traditional lifestyle conservative spectrum, finally relative boredom not encompassing enough independent wireless Internet supportive Cafes, spacious easy nightlife, cosmopolitan restaurants.

France has 3 paramilitary corps :
- Gendarmerie (depends of the Army)
- Republican Guard (or Garde Mobile)
- CRS (a specialized in counter démonstrations Police unit)
But of course France is "THE beacon of Democracy" (say the French politicians and most of French media )
And if all that doesn't work, they can use the Foreign Legion or their atomic bomb....

Moroccans generally don't travel to Portugal either they just don't have much interest in each other's country. Things are changing though you don't understand Portuguese culture so stop making blanket proclamations about a culture you hardly understand.

Nothing is less than an hour away from anything by airplane.
If you are right in Lisbon, you are an hour from the airport by taxi, two hour advance checkin time, an hour on the plane, an hour through baggage collection and customs, and an hour to your hotel. Figure six hours minimum. It would be five hours, even if the flying time was one minute.
The list is ranked, along with it's score, over 10-years. If you disagree with the score of a particular country, then explain why... you know, like a mature adult might consider doing.
