"subsistence outlaws?" Is that neo-PC code for highwaymen, brigands, and pirates? Who needed to be shot or hanged on-sight? LOL: today's homeless vagrants referred to as "temporarily housing-displaced migrant laborers?"

How about this moving forward, as resources dwindle. As they already have:

Gulag for bums and vagrants, until suitable labor can be located. Contract-based indentured employment to pay back debt to society. Will require a long look at this country's criminally lax immigration policies first, there is plenty of labor available without needing to import as much as we do (that being, allowing swarms of illegal aliens across our borders). National ID, biometrics, physical barriers etc. will slow down said mass-migrations to levels appropriate to keeping our economic engine humming: no more, no less. Economic restrictions will turn many more back.

Work gangs to cleanup streets, mandatory work for vagrancy as is in the past. Street begging becomes illegal, from warning to citation to stronger steps, see above.

Yes, that is trading security for liberty, before some smartass trots out Ben Franklin-isms. I read those books too.

Mandatory incarceration for the mentally ill, restoration of state and federal systems decimated under Reagan. A great experiment, past thirty years, that has not resulted in the desired outcomes ("community based" support for the mentally ill: GMAB).

Dancing around festering sores like "the Jungle" w/o concrete solutions serves no one's purposes. Clean it out, raze it flat, replant vegetation via community work crews (for which I'll personally volunteer). Mobilize, deputize if-necessary, it will *not* come back with sufficient community will to preserve and protect.
