Chlorine sanitizer at 0 ppm. Chlorine bucket completely empty and establishment didn't have not have any dishmachine sanitizer or chemical test kit available. Instructed that dishmachine must have chlorine sanitizer rinse at 100 ppm to proper sanitize equipment and utensils. Critical citation issued 7-38-030.
