I don't believe City-Data has an official "un-sub" function. Members generally just stop reading the board, or in some cases, ask to be put on the ban list and have their posting rights restricted.
If you wish to be put on the ban list, send a DM (direct message) to one of the Senior Moderators, markablue or Yac.
Shouldn't the admin be able to delete the users account? I run a forum with a bit of a different set up but I can delete users and their posts still remain, so it doesn't mess up any of the threads.

That's true but then their posts remain signed as "Guest", at least with the software we're using here. It certainly creates a mess starting with, say, the fifth person gone like this. You couldn't tell who wrote which posts anymore.
Nobody is forced to participate here against their will. As it's been said, the easiest way is to log off and never come back. Although if you decide otherwise after some time, you will be welcome.
