Macau is not generally regarded as developed, just
high income economy.
Macau's HDI index is pretty much in the same ballpark as the other developed societies in the region. Its economy has certainly benefited from the gaming industry. Even looking beyond per capita income, in terms of other software and institutions, it's certainly well beyond emerging status. Macau is in some ways an extension of Hong Kong.

Even if you exclude the Middle East and Russia(which that list did), Malaysia would be 7th, not within top 5.
And btw, HDI is quite flawed as the methodology is pretty lame. Korea, Singapore, Hong Kong, Taiwan all have a higher HDI than Finland, Austria, and Belgium and we are not more developed than them.

I think the Asian tigers are on the same level as Finland, Austria and Belgium.
The actual reason for the higher HDI is clearly the Health part. All asian countries have a lower rate of obesity than developed European countries, US, Australia etc which lead to a high life expectancy. Standards of medical care are actually very similar between the Asian tigers and Western Europe.

Really? I don't think so. Healthcare, maybe, but work-life balance is terrible in all Tigers, working hours are the longest on earth and vacations are few.
And there's an uneven development among the Tigers as well, and each of us has our really underdeveloped aspects. I mean sure there are problems within European countries as well but theirs feel minimal compare to ours. Life expectancy isn't that much different among developed countries, and I'm sure that obesity wasn't measure at all as the U.S. has been top 5 in terms of HDI for years.
I think the difference lies in education. UNDP measured years spent in education system instead of the quality of it.
Japan has the highest life expectancy in the world, in particular Okinawa, is famous for having many very old people. Work-life balance is terrible in Japan, the culture is workaholic.
Even in the US, Asian Americans are the most healthy racial group, and excel in education and at work as well. The Asian work and business-like culture, importance of education, the diet, and the closer ties between the Asian tigers and developed western countries are the reasons for their higher development.
