I see the verse spouting to be merely regurgitating nonsense based on a keyword search in their memory. It exhibits zero intelligence and the absence of any thought process.
Because being able to quote the whole Bible does not mean understanding the message of the Bible.
It would be like a person who can memorize a cookbook yet still be unable to cook a meal.
The Bible is not about facts (or science), but about wisdom.
And wisdom is more than being able to quote the Bible.
Why does that assume that they don't first understand the message of the quote?
I don't assume anything.
But if quoting is the only thing that person does he truly doesn't understand 1 bit of the message of the Bible.
I mean if a person only talks about love, knows every theoretical thing about love, yet has never experienced love personally or loved anyone else but himself, can he truly claim to understand love?

Why would he quote something he doesn't understand? The reason to like a quote is that it has meaning for you, or says something that you already think.

Don't people generally quote to appear educated or sophisticated?
Besidez it takes a lot of self-knowledge to know that you don't understand something what seems so simple like love and compassion.
And for some people it is easier to quote a Bible verse about compassion than actually BE compassionate.
While I might know some quotes I don't agree with, I'm not as likely to have them at my fingertips. Whereas, if I agree, I can quote it word for word. Because the information that sticks with me best is information I agree with.
If there's a debate with 3 points and 3 counterpoints, I'll be able to the arguments I agree with best.

My point simply is that the main purpose of the Bible is not to be used as a source for quotation (or as most atheists ( or is it just the scientists?) believe that the Bible is the primary evidence for the existence or non-existence of a deity), but to instil love and compassion for others into the reader.
And to me the Bible is like any other work of great art.
And (great) art generally means many different things to many different people.
