Atlanta is the only metro I'm familiar with that has so many unincorporated suburbs. The Twin Cities, for example, was completely incorporated many years ago. Ain't got no holes.

Yes, I think Atlanta is really the only major metropolitan area like this. The Virginia side of the Washington-Baltimore Metro Area may be somewhat similar.

Completely agree that Atlanta should annex brookhaven along with the emory/n druid hills area.

They probably wouldn't want to be, it's just that it would bring more quality neighborhoods into the city proper which I think would be a good thing for the region as a whole. The small size of the core city is one limitation Atlanta has vs other metro areas of similar size imo.

I used to assume that the Brookhaven neighborhood was already incorporated by the city of Atlanta.

What benefit would that possibly have for Brookhaven? Why would they vote to subsidize southwest Atlanta? Why would they want to be districted for cheating schools?

Maybe this is exactly what they are afraid of and they are trying to incorporate before Atlanta tries to annex them.
