Never mind that we're talking about the largest employment center in the MARTA jurisdiction not currently served by rail. But common sense has never been his strong suit.

Not sure I'd qualify FIB as a "center" given it's so spread out, which it has to be due to its industrial nature. Unless you put a rail line along FIB, one station at the north end or something will still require transfer to a bus, which is already sort of does with 73 to H.E. Holmes (though like most MARTA routes, it does meander).

It seems like Emory's request to be annexed and to obtain access to all the of the city of Atlanta's services and infrastructure would be the perfect time to discuss their contribution to mass transit. A rail line to their campus will be of enormous financial benefit to them.

I doubt that they would object to contributing, since they will be exempt from paying any property or sales taxes.

As you know from being corrected multiple times in this post, cities do not generally shake down large employers for infrastructure funds. that is a good way to get them to take their jobs elsewhere. Singling out the largest employer in the city for such treatment does not seem reasonable unless you are interested in keeping jobs outside the city. Multiple comments suggest that Emory donating land for the stations does seem reasonable. Private universities and all large non profit entities pay a negotiated fee for government services and collect sales tax for all sales on campus. Federal government pays local governments similar funds, so the CDC will contribute to the Atlanta's income stream as well.
