Actually, if think that if you're smart you can make this situation work for you.
You're kids cry for independence show them independence.
Best those people can do is prove to be an example of the epidemy of the liberal mentality. the world owes me a living.

Yep. You got it dude. That's what liberals are all about. Just give me free stuff. You figured it out. Not like the rich, who cry constantly about not getting their free stuff and huge tax breaks. No, no. It's the liberals. You've pics the puzzle of the world together.

Of course, the countless spelling and grammar mistakes in this paint a pretty good picture of another mentality.

Ok, but here is the deal.

Atlanta is the main hub of and belongs to Black Americans.

This city will always be attracting those who are down and out as a place to congregate, just like Seattle and San Francisco draw those in the same situation from several Western States.

I estimate 60-70% are mentally unstable, and the bottom line is any chance of full recovery would be slim and very expensive as far as comprehensive medical care.

I do believe that many of them like living out there on the streets and have plenty of comradery. They don't want to abide by any rules of a shelter.

I do believe that there's plenty of work like litter pickup that the city could afford to round up people willing to work for money like they do at Home Depot for daily, cash payouts.

But likely over half of the street wanderers would want to leave their belongings behind to earn $~40 for a few hours of work.

Black Americans will always feel that they are owed because of the past and what they perceive as 2nd class status today.

That's not going to change for another 100 years at least, even after Hispanics are the majority and the white population is the minority (like Atlanta is now).

So what do you do?\

I think decentralized locations for services offering food and shelter on cold nights is the right way forward.

You're right to an extent. But the system is skewed on all sides.

All big companies should be giving a few shares of their stock to their minimum wage workers to even the playing field a bit.

Shareholders shouldn't be profiting on the back of CVS cashiers without at least the low-paid workers participating in the same system.

America's main stream media could push the idea of everyone participating in the market which would improve productivity and customer service because the workers would have skin in the game.

All income including capital gains should be taxed at the same rate because that's how the wealthy have money to live on each month.

In theory, we could afford to give everyone a universal basic income and I think with automation it will eventually come to that (Ocasia's only insightful suggestion yet).

But America became great and innovative from Capitalism and the ability to climb the rungs of success.

I think that will suffer trying to do both.

Everyone should have welcomed Trump administration's proposal to convert SNAP into a more WIC-like program. About half of buying power and amount of food is lost to merchants like convenience stores charging $8 for a gallon of milk.

By just distributing food you get twice as much for what's put of those cards each month. I've used them in the past.
