I am not not anti-business, the world is the way it is, but there is a difference with how much we use and what we do with it. Unfortunately, we are indeed too many people on earth and it won't stop, and industries are those using and polluting most of our natural resources. I think.

Default the pool guy knows

most of the time noisy neighbors call but I've heard they look at water bills and people do come around

This past summer we were allowed to top off our pool. I think the reasoning was if pools were left unused to stagnante it would create a mosquito situation and of course the put all the mom and pop pool companies out of business. Plus what politician wants to disappoint thousands of families who rely on pools for recreation and heat relief? I think I read the amount of water used for all area (public and private) pools was less than 1% of all the water used in the Atlanta metro area.

We were careful just to top off when absolutely necessary to keep the pump running. The pool company where we purchase our chemicals was very worried about not being able to completely fill pools. But apparently since Cobb county gets its water from Allatoona this wasn't an issue. They did tell me when replacing liners and the like they used an above ground pool to pump existing water into as to not have to totally refill a pool. I think overall people are pretty responsible.

They dont really. Your neighbors either call on you or the code enforcement division (if there is one in your area) drives around and sees you.

Other than that, it cannot be enforced.
