This^. I grew up in Southern CA, too, and my parents taught me to wave...maybe they were afraid we would be shot if one of us forgot to wave.

Its not just an Austin thing. Its pretty common when you get away from the NE or big cities. I see it more often on country roads. We also have the wave to cars driving the opposite direction on country back roads. The further you get away from cities/areas that have Northern transplants the more common it is.
