Strand has been around for a long time. I suspect they are more tied in w. someone at ciity council. They are a large company that advertises and does lots of business. Naturally they are going to get a lot of contracts. Speculating that they have some kind of special "in with the City Council" is just silly.

That website you linked to is for Strand Engineering, they don't even have an office in Austin. Strand Brothers Air-conditioning is a completely different company. http://www.strandbrothers-austin.com/ They are a local, family run, Austin company with roots in the community, its understandable that they are popular.

My daughter has her AC problem solved. The property manager put in a new unit. It is absolutely the lowest quality and horrible on efficiency according to the sticker on it. The good news is it cooled her place below the 83 degrees she was getting with it running 24/7. It even cuts off some during the day! The unit is in the garage and the metallic tape they used to connect the pieces is about 1.5 inches wide and you can hear and feel air leaking everywhere. Water is dripping from parts also and the ceiling vent in the kids bedroom near the unit is covered in mold. As bad as the unit is, the house is cooler. Can't wait to see what the next bill is.

She isn't sure if they replaced the ducts but you can see a big shiny silver duct going from the garage to the attic so I am hoping they replaced all the ducting.

Glad to hear her situation has improved. It costs very little and will pay her back in reduced energy bills to buy a roll of duct tape and seal up more of those leaks where you can feel air leaking. The ceiling vent in the kids room can be unscrewed with a screw driver and cleaned with bleach to remove the mold growing on it. It is not unusual for cold metal parts to collect condensation from moisture in the air, so I wouldn't worry to much about that if the inside of the duct is not covered with mold. If it is then you have a problem that is completely legitimate to insist the landlord correct, if he does not you can report it to the Dept. of Health.
