I'm not surprised, given the over capacity. Also, I'm not sure how many tourists are willing to go through the "documentation" that is still required to visit Cuba. We were looking at going a couple of months ago but you still have to prove that you are there for a valid reason (journalism, educational tour etc) and you supposedly have to show your itinerary proving you did these activities, etc. It seemed to be a bit of a hassle. You had to certify with the airline that you could document a valid reason before you bought your ticket.
There are organized tours you can take but it is a planned agenda and we are not up for planned agendas when traveling. But that's just us.
Cuba is still a 3rd world destination. I know a group of folks that went last year and found it interesting but they had dinner one night in a restaurant with NO WINDOWS! They were all broken out, not replaced.
The key to profitable Cuba routes is not so much passengers as cargo. And the legacy carriers and Southwest are often very good with cargo maximization
Many returning tourists didn't have anything good to say about their visit. Bad food, bad restaurants, bad hotels. A good close up look at how communism fails.
Been to Cuba twice (Jan - Feb 2016 the last time); of course the country won't be in this best shape because of the wicked and unfair embargo placed on it by America. Over time with more foreign investment the country will thrive.
