I'm confused, I thought that the Fraternal Order Of Police where the ones who ordered their rank and file to institute a work slow down that lead to the gangs stepping into the vacuum to commit more crimes. This slow marked the shocking increase in murders we are now witnessing. Their is a war not only in the streets but in government.
