I don't think the issue is kids who are trouble makers. The issue is test scores. The test scores are a reflection of the quality of the education. Some will score better, but the majority score poorly. No question, it comes down to teaching. I don't want to beat up on the Milton school system, but the data speaks for itself. I believe that the better teachers get drawn to the towns that pay better and have typically higher standards.
