This seems hard to believe.
They are going by a new modernized recording method done recently by the Census Bureau.

Capitol Alert: California's poverty rate highest in U.S. by new federal measure

It is confusing because the article below states that CA is starting to boom job-wise, and unemployment went down to 10%. Maybe they are such low-paying jobs that many people are in poverty from low wages????

Yawns.

So California doesnt really have the most poor people except when the data gathering standards are tightened to emphasize cost of living, not necessarily due to unemployment, low wages or burden on welfare programs(cause CA is actually below its appropriate share as far as federal welfare spending in sum). Nothing to see here folks but fodder for neocons. Snoozeworthy.

That paragraph makes no sense (and I'm certainly no "neocon"). Cost of living and prevailing wages has everything to do with living standard.

The more money thrown at this, the higher the poverty becomes.

The War on Poverty has been a complete waste, it only makes it worse.
