The OP is right in his look of what is happening in the California Job Market. What the younger generation just starting out in California looking for work are facing:

U6 Unemployment rate, rather than the one you read about. Also put out by the Bureau Of Labor. This includes the people that are not officially listed as unemployed as their unemployment insurance has ran out and not counted as looking for work. It includes those that are seeking full time work while looking at part time jobs. It includes those working at McDonald's as an example while have a good Business, college degree etc., and cannot find work in their field. Etc. It is considered the Real Unemployment Rate. The U6 rate in California and Nevada have been holding at over 20%. One in 5 California workers, are not working, or are way underemployed. The big thing that has brought the regular unemployment rate down, is people that take temporary jobs that may only last a month or two to get some money coming in, or part time jobs.

Problems ahead.

Company after company is announcing they are going to part time workers (under 30 hours per week)
including cutting back current employees hours, to keep from having to pay huge amounts under the Obamacare mandates starting in January. They are cutting back now, not waiting till 2014. They are increasing hiring, to still cover the hours they are open for business to replace the cut back hours.

Company after company is hiring through temporary services, instead of hiring permanent workers, for same reason plus a few others.

These new hires, help lower the U3 standard unemployment rate, and will be increasing the U6 real employment rate.

Company after company is moving higher paid jobs from California, to other states, and even moving manufacturing back to the U.S. A good example is Apple, who is going to start building Computers in the U.S. again. Their headquaters is in California, but the computers will be built in Texas this time. It costs as much as 40% less to do business in other states, than in California. And every dollar saved, goes directly to the bottom line or allows them to sell at a lower price to be more competitive.

When companies are cutting hours for employees to lower their cost to do business, going to temporary workers who do not get regular benefits, etc., does it not stand to reason they will be moving operations to other states for the same reason. They have been doing it for years, and this is one reason that California has seen a U6 Real Employment Rate at 20% and above the past few years.

The OP is correct, when he/she says it is difficult for the young people just starting out.

At this time, they have reason to be. At this time in California, this one generation that has it harder to move into decent jobs and opportunities of any time in the past 60 years.

As a native Californian whose family on both sides was in California since the late 1800s, I am very familiar with what it was like since I entered the work force after leaving the Navy in 1954. Compared to today, we had good jobs and opportunities available. We could buy our first home, with an average salary as I and everyone I know did. Our home payments, were less than renting an apartment. The cost of living, was reasonable at the time, not out of sight like it is today. The school systems were considered excellent for our children. The future was bright back then. People were not running scared.

When the young generation looks around today, they do not have the opportunities we had and there is good reason that they are not optimistic and positive about their future. Many are starting to realize, they will have to leave the state to go to where things are much more positive, with lower unemployment rates, home prices low enough they will be able to buy homes for their families, have good schools for their children, and feel they can prosper. They can even take lower paid jobs in many other places, and still after considering the cost of living, have a much higher standard of living including the ability to buy a home, etc., that would be impossible for them in California.

Don't blame them for not being optimistic, and and have a negative attitude. It is the conditions of the times they are living in, in California. They do not see the bright future, we saw in the past. You may be doing well yourself, but the majority of the young generation is not.
