Public health and disease containment. The market for the sort of thing you're talking about (unprotected sex with untested sev worker) is likely very small and made up of people with death wishes anyway. I would guess that most prostitute customers would prefer a tested and protected encounter. That kind of regulation in a legal system would save medical care and enforcement costs. They have a similar system in the porn industry. It's by no means perfect but does help.
I do think, though, that there is a far too relaxed idea about stds in general. Condoms can't protect you from herpes or hpv or even syphilis in some cases. Almost every porn actor has herpes 2 and I would imagine the same for prostitutes. It would be interesting to see a public health study of std transmission in Nevada before and after legalization.

I skimmed a variety of articles. Although the occurence of Herpes 1 in porn actors is much higher than in the general population, "almost all" is a large exaggeration. ~60% seems to be the generally accepted number, as compared to 15% to 25% among the public.
There is a huge difference between call girls and prostitutes. Prostitutes are the ones that are too fat and/or ugly to advertise of get recommendations. If you don't believe me, ask Charlie on Two and a Half Men. It is a services industry. The only way a service industry can survive is to 'provide the best product at the best price.' This is the reason that the prostitution business hasn't been more successful. There is entirely too much really bad stuff out there and what is really good cost way too much. This is the one industry for which I wouldn't have a problem with unionization. Pimps could become union reps and acquire some respectability. Foreign invaders are taking over a huge part of this industry with their superior product at a better price. They aren't unionized. God bless and have a great day.
