There are absolutely some "homeless types" that linger around Washington Square Park, especially in nicer weather BUT the nature of that part of Chicago (basically just a few blocks from not just highly visible tourist locales along Michigan Ave, but home to institutions (Newberry Library, Moody Bible Institute) that attract visitors from around the globe) is quite charming. One of the nicer side effects of history of insiders demanding their little slice of the city is "well policed" -- Chicago is notoriously intolerant of "messy, stoned and/or aggressive homeless people". You will likely NOT have to worry about anything like the crazies in San Francisco. Unless you really want something in Lincoln Park or Lakeview, where you will have HORDES of kids / nannies you won't find much better a park for strolling.
