Except the title is misleading. They are not dictating a church message they are telling people what they can not do while in the state's institutions speaking to youths under state's confinment. Nothing to do with state embarrassment any everything to do with protecting those in the state's charge. It is unfortunate that pastor cannot come into a correctional facility and force their religious beliefs on those who cannot leave.

You fell for the misleading subject line, but so not feel badly as these are worded so that you will fall for them rather than reading what actually is occurring.
