The Dallas/Fort Worth area is among the areas with the most billionaires in the world. I think it may be third after NY and LA in the U.S. It might be close to LA.

Dallas certainly has the amenities for a billionaire. It might be quite to the depth of NY or LA, but plenty of high-end restaurants (Dallas has quite of few restaurants from celebrity chefs such as Wolfgang Puck, Nobu, Charlie Palmer, the head judge from Top Chef (can't think of his name at the moment), ect.), the well-to-do Park Cities area where they live, the high-end designer boutiques at NorthPark and Highland Park Village.

Not to mention a business-friendly environment, no state income taxes, and a strong, growing economy.

I think Dallas is 4th after NYC, L.A., and San Francisco.

Actually it's 3rd, San Francisco is 4th and Chicago is 5th. (In USA)

When it comes to living the "glamorous life" Miami is definitely up there. It doesn't have the strongest economy but it sure does have plenty of materialism lol. One of the top fashion, shopping, and night life cities in the country.

Cities for the "Elite" in my opinion are:
NYC
Washington D.C.
Miami

I would then have to rule out Washington D.C. because you specified Glamorous as well.
I would then have to rule out Miami because you specified preferring to live in the NorthEast.

So your answer would be D.C.

For summer home I'd get a place in Martha's Vineyard

Well, as far as Metro Areas, SF has been 2nd for a really long time.
