I'm guessing New Orleans is missing because of the way it classifies some crime categories? I know Chicago does something with the way it reports rape that makes it not reported in these "uniform" lists. We'd be right below Kansas City on that list.

I noticed the absence of New Orleans immediately.

So I did some looking and found that in 2009, NOLAs violent crime rate was 777 per 100,000 which strikes me as odd considering its murder rate.
Overall violent crime in New Orleans is less than in Orlando, federal figures show | NOLA.com

So if that trend continued in 2010, then NOLA doesnt have one of the 25 worst violent crime rates, which is commendable.

What's up with Lowell, MA? Worse violent crime than Richmond, CA?

Significant amounts of poverty in those old New England mill and factory towns.

No agency in Illinois reports rapes to the FBI, the state guidelines for rape in Illinois do not follow the ucr guidelines.

I see Rockford, and also Springfield listed here. Maybe they report differently than the rest of the state?

Forcible rape figures furnished through the State program were not in accordance with national UCR guidelines and are excluded from these data.
