From census data, it looks like the area SW and S of Los Angeles (north of Inglewood, stretching to Compton).

Oakland looks small in comparison.

Is this a perception issue? Do blacks seem oddly placed in Oakland, but not in the other areas?

Well numbers support most of it and award winning magazines support it as well. LA has a density of 8k people per square mile while SF has 19k per square mile

You know nothing of either Los Angeles nor Sacramento.

Sacramento has always had a distinct urban grid that is very walkable.

Sacramento is very much a West Coast city, just as much as Portland is a West Coast city.

Sacramento and Portland are 75-85 miles from the Ocean.

You take a boat to San Francisco Bay on the Sacramento River from Sacramento.
