Georgetown at frat events for sure. Charleston and most of the south seems to me the only places I have seen people wear ties to football games and women wear hats and formal to equestrian events alot, pretty much anywhere the fraternity and sorority culture is strong. "preppie"was a very ridiculous and fake movement of the 1980s, it was pretty much a lie as most people dressed in jeans or at least dressed practical instead of wearing ties and slacks or woman in pearls etc. You rarely see that dress anywhere, even in frats and sororities anymore unless it is required formal, in the 1950s everyone was very well dressed. I still see it at sailing events and stuff like that

Parts of Michigan, particularly much of Oakland County (wealthy Detroit suburbs) and a few wealthy suburban areas of Grand Rapids can be quite preppy.

I think most large cities have wealthy suburbs that are, somewhat, preppy. At least, this is what I've noticed.
