In Houston crime increases during the summer, In Chicago crime decreases during the winter (This is true for all major cities in the U.S), Because of Chicago winters criminals stay inside, while during Houston summers criminals get out more otr just as much as fall and spring.
I think that decides which is worse.
Chicago gets FAR colder in the winter than Houston gets hot during summer. The average highs during winter in Chicago are in the low 30F range, and are BELOW FREEZING during the coldest month (31.5F at Midway, warmest airport), and it only gets colder at night. Meanwhile, Houston's high temps during summer are no higher than low 90F range, topping out at 92F during warmest month.
Houston summers are virtually identical to that of many tropical paradise resorts of the world, such as Cancun, or Zanzibar, albeit with lesser wind-speeds from sea-breezes due to slightly inland location. Furthermore, in Houston summers, you have many days with thunderstorms that quench and cool the air, lots of clouds in the sky to block the sun for various periods of the day (Houston summer days are always at least partly cloudy), some sea-breeze, and lush vegetation to provide intense natural shade (shielding from the heat). Even during the hottest of summer days in Houston, you still, at least, have windows where such heat can be avoiding, during early morning, and evening hours into night. In Houston, you will see loads of people doing all sort of sporting activity, from jogging and running, to water sports, to team sports like football (two-hand touch, wrap-around, flag, tackle, arena, etc), soccer, pickup basketball, and tennis, even during the hottest part of the day. You will see loads of people enjoying the outdoors, sitting comfortably either in restaurant patios, or relaxing.
You just don't get such joyousness in a Chicago winter. Everyone in Chicago is all hasty during winter, because they have to go to and fro quickly because it is too cold outdoors. Even with layers on, the outside chill can still impact the body, especially the exposed face. As a result, it is uncomfortable to be outside in Chicago during many winter days, especially when the blizzards get rolling. Unlike Houston, where hot summer days at least have cooler mornings/evenings, a frigid winter day in Chicago (sometimes cold enough to freeze the lake over), will lead to even more frigid nights, with no relief whatsoever.

Everyone knows the answer already. There is a phrase even coined "sun tax." Here in Florida, especially Miami, we're crawling with East Coasters and Midwesterners (specifically from Michigan and Chicago) who come here without jobs, end up finding jobs with severe pay cuts (or go to real estate) just for the WEATHER.
You will never find someone move to Chicago for the weather.
You can't argue someone's personal preference. People are free to be crazy, but you can argue numbers and general preferences. And you can argue human biology. The human body is better suited for Houston's climate than Chicago's unless of course a person is morbidly obese, and even then still.
So this topic is just dominated by city boosters who will argue anything to put their city or region in a better light.
Another point, there is no cabin fever season in Houston. They don't have a season when everyone wants to be outdoors and soak up the months before it leaves. In fact, people spend more time outdoors in the summer in Houston than the winter, though it's not significant.
In Chicago their season is summer. And that's apparent. Wonder why

My YOUNG Friend.. Every Northern city is more a Outdoor city in Summer. At least Evenings can COOL nicely for much of the summer in Chi-Town and the Lake Breeze surly in summer. Makes for a nicer summer along the Lake. Also many times in Summer The 90s a few miles inland. Is low 80s along the Lake. I know the Ocean Breeze on Miami beach is nice day or night too.
SO PLEASE GET OFF YOUR CHICAGO Diss. I mean on weather here you keep going at it in a few post now? WE KNOW YOUR VOTE ALREADY.. LOL. No Miami here either.

LOL, how many of those who move 'for the weather' decide that weather is too extreme and uncomfortable and move at least half way back? They even have an expression for that because it happens so often. Don't act like you don't realize that either.
If you had to live in one of these two cities for one year outside, "butt naked", which city would you choose ? Enough said... Even the homeless understand that Houston's climate is superior overall to that of Chicago's or any other upper Midwestern city...
^^^^^ Nah.....I'll take snow any day over extreme heat & humidity....
Hot weather is overrated.
