Newark, N.J., or Oakland, Calif.?
Oakland... better mix of neighborhoods and better year-round climate. Some good friends of mine have invested heavily in Newark though so I am aware of its growing potential.

I think I'd be hard-pressed to find any city pair where "Flint, Mich." would be the answer to this question. This sure isn't that pair either. Austin.
Well, here might be one: Flint, Mich., or Youngstown, Ohio?
Youngstown, OH. Both places are severely depressed, but at least the public water infrastructure in Youngstown isn't tainted like it is in Flint (at least from what I know of). Youngstown is also not too far from beautiful mountains in PA and WV.
