Portland, OR. Austin's summers are killer to me, and Portland has some of the best, which more than makes up for the winters, plus Seattle is a better weekend destination city than Dallas/Houston are. And despite being "hill country", Austin's scenery has nothing on Portland's, its culture is also less diverse, and lacks a major professional sports team.
Victorville, CA or Stroudsburg, PA?
Victorville proper is larger, has better weather and is a few hours from LA and the beach.
Stroudsburg appears more quaint, has a nice public university minutes away, and is within 2 hours of Philly and NYC.
Columbia, SC... mainly due to weather and proximity to the ocean.
Grand Rapids, MI or Rochester, NY?
I don't know the populations of these two cities but Grand Rapids feels more like a city and way more urban. So I think I go with Grand Rapids because it has more going for it.

Next: Cleveland or Portland (OR)
Rochester actually has more people in smaller city limits than Grand Rapids.
As for this question, I say Cleveland due to location and cultural reasons.
